Budget Analyst

Job Summary:

  • Prepares the annual EWSS Division services operating budgets for the current programs.
  • Classifies all expenditures in accordance with project parameters, executed contracts, and approved line-item budgets.
  • Prepares and codes purchase requisitions, travel requests, and storeroom order forms. Check for the usefulness of the purchase. Checks in-kind batches for submissions to Finance.
  • Reviews sub-contractor invoices for reimbursement of expenses; verifies expense back-up, expense to budget, the accuracy of calculation, and process reimbursement.
  • Monitors project revenue and expenditures to ensure accuracy and to ensure maximum use of available resources. Conducts fiscal analysis of operating budgets and recommends options to ensure maximum use of resources and accomplishment of project goals.
  • Prepares, coordinates, and facilitates Divisions' reporting systems.
  • Assists in the implementation and conduct of the competitive bidding process for contracted services.
  • Assists in the preparation of the EWSS Program Procedures.
  • Prepares necessary spreadsheets for tracking invoices for services rendered for Food and Transportation.
  • Maintains computerized equipment inventory listings for the Division as needed to meet funding source and/or program requirements. Conducts annual physical inventory and prepares a report to the Vice President of Finance on findings.
  • Maintains all fiscal files for the Division.
  • Safeguards, secures, and otherwise protects GECAC property, equipment, and supplies.
  • Maintain HIPAA regulations and Agency confidentiality standards.

Qualifications:

  • Bachelor's Degree in Financial Management, Accounting, or a related field
  • Minimum of 3-5 years of recent related fiscal experience in accounting, budgeting, and financial analysis.
  • Must possess knowledge of Microsoft Suite including Outlook and Teams, as well as familiarity with Zoom.
  • Excellent verbal and written communication skills
  • Act 34 (Criminal) Clearance issued within the past 5 years is required prior to hire.
  • Must have a valid driver's license and full-time access to private automobile and auto insurance as required by the Agency.
  • Must meet Immigration Reform Act requirements

Salary:  $21.18 - $23.74 per hour based on related experience.
